He married twice. He married Elizabeth Minerva 'Tunna' Perry circa 1879.⁽¹⁹⁶²⁾ (Elizabeth Minerva 'Tunna' Perry is #1423.) Elizabeth was born in Choctaw Nation, IT, 10 MAR 1862.⁽¹⁹⁶³⁾ Elizabeth⁽¹⁹⁶⁴⁾ was the daughter of Morgan Perry and Elizabeth 'Sybil' Isabell Spring. Elizabeth died 25 JAN 1912 at 49 years of age.⁽¹⁹⁶⁵⁾ Her body was interred JAN 1912 in City Cem., Tishomingo, Johnston Co., OK.⁽¹⁹⁶⁶⁾ She was listed as a resident in the census report on Panola Co Payroll, Chickasaw Nation, IT, 1893.⁽¹⁹⁶⁷⁾ Elizabeth enrolled nr Tishomingo, Tishomingo Co., Chickasaw Nation, IT for the Dawes Chickasaw Roll on 26 SEP 1898 and appears on Dawes card number 1660.⁽¹⁹⁶⁸⁾ She was listed as a resident in the census report in IT, 13 JUN 1900.⁽¹⁹⁶⁹⁾ He married La Nora C. McSwain in OK?, circa 1912.⁽¹⁹⁷⁰⁾ (La Nora C. McSwain is #1440.) La was born 1866. La⁽¹⁹⁷¹⁾ was the daughter of M. S. McSwain. La died 1942 in OK?, at 76 years of age. Her body was interred 1942 in City Cem., Tishomingo, Johnston Co., OK.⁽¹⁹⁷²⁾

Conflicting evidence states that Joel was born in IT, JUN 1857.⁽¹⁹⁷³⁾ He was listed as a resident in the census report on Panola Co Payroll, Chickasaw Nation, IT, 1893.⁽¹⁹⁷⁴⁾ Joel enrolled nr Tishomingo, Tishomingo Co., Chickasaw Nation, IT for the Dawes Chickasaw Roll on 26 SEP 1898 and appears on Dawes card number 637.⁽¹⁹⁷⁵⁾ Joel's occupation: Judge in Chickasaw Nation, IT, before 1907.

Joel Carr Kemp was the youngest of 10 children. He was educated in Indiana and was a cousin of Judge Ben Kemp.

The "Old JOK Ranch" a few miles north of Tishomingo was the home of the Joel Carr Kemp family as well as a town house located in Tishomingo. The town house was located at what is now North Kemp and Mickle Street. The original Kemp Avenue was named for his cousin Judge Kemp.

He was one of the first, if not the first, Headmasters at Harley Institute.

662 iii. Joel C. Kemp (#1425) was born in Chickasaw Nation, IT 25 FEB 1883. Joel died 30 SEP 1883 at less than one year of age. His body was interred 1883 in Kemp Ferry Cemetery, Bryan Co., OK.
